White stern or yellow tow lights have an arc of visibilty of 135 degrees.
If you see the white stern or yellow tow light of a vessel you want to pass, you are considered the Give Way vessel and must stay out of their way.
If there is not a lot of room to maneunver, you should call them on the radio and ask permission to pass.
Keep in mind a white light could also be an anchored vessel, a small boat or the white masthead light on a vessel with their sidelight out.
